Most budgeting apps stop working without a connection because the budget lives on their server. Money keeps the whole thing on your device, so it opens instantly and works anywhere.
Most budgeting apps are a window onto somebody else's database. Close the connection and you get a spinner, because the numbers were never on your phone in the first place.
Money is built the other way round. The entire budget lives on your device as its own copy, and that copy is the real one. Syncing to another device is something it does on top, not something it depends on.
The practical difference shows up constantly: it opens instantly rather than loading, it works on a plane and in a basement, and a bad connection can never cost you a transaction you just logged.
The privacy consequence is bigger. Because the budget does not need to be readable by a server, it is not: it is encrypted on your device before it syncs, using a key derived from your password that never leaves your machine.
